Summary:

Under general supervision of the Director of Emergency Services, supports the office of Danbury Emergency Management and assists with a variety of emergency management preparatory functions.This position assists in the development, implementation and review of local emergency management and homeland security plans, and works closely with state, local, private sector, and federal planning partners. This position will participate in various committees and working groups including the Local Emergency Planning Committee (LEPC) as assigned, and will assist in maintaining records, note taking and other various reports as requested. This position may also include review and/or as applicable drafting of local emergency operation and hazard mitigation plans/templates, review of school security and safety plans/templates, and assisting in the administration of hazard mitigation activities and applicable emergency management grants.Emergency management drills and actual emergencies may require work outside of normal hours. (This is an annual contract funded position subject to renewal based on performance and funding).

Responsibilities

�1. Assist with disaster preparedness outreach at community and/or public engagements.

�2. Assist with establishing critical relationships with variety of special interest groups.

�3. Assist with the preparation of applications for relevant municipal emergency preparedness / readiness activities

�4. Assist with annual hazard vulnerability analysis (HVA) for the City.

�A5. Assist with the functionality of the current Emergency Operations Center (EOC). Assist in developing EOC processes and position-specific checklists, and test and maintain EOC equipment on a regular basis.

�6.. 6. Assist with the necessary revisions and updates of any existing local emergency plans to ensure compliance with State of Connecticut Division of Emergency Management Homeland Security guidance documents � assist with the creation of new plans to address any vulnerabilities identified by the HVA consistent with best practices in the field.

�7. Assist with the development of collaborative mutual aid strategies with key stakeholders.

�8. Assist with drills and exercises with municipal department heads and others including table top driven scenarios and full scale exercises where appropriate.

Education: BACHELOR’S LVL DGRE

Other Information

• Bachelors degree preferred with a concentration in Emergency Management or major in a related field, such as natural resources management, fire science, environmental science, biology, chemistry, civil engineering, public administration, or management.

Enrollment in graduate program with concentration of homeland security / emergency management professional studies.

• Experience in emergency management, emergency operations, grant writing and reporting and/or dealing with disasters/emergencies as part of an Emergency Operations Center.

• Knowledge of State Response Framework, State Disaster Recovery Framework

• Knowledge of National Incident Management System, including Incident Command System

• Knowledge of CT Division of Emergency Management and Homeland Security, including DEMHS Regions

• Experienced writer, particularly writing mitigation plans or other related documents, including resiliency or recovery documents

• Experience with mobile/transportable radio frequency communications systems.
